On 3 September 2026, Mr. Lu Wei, President of Postal Savings Bank of China (PSBC), visited Shanghai Clearing House (SHCH). Mr. Ma Jianyang, Chairman of SHCH, hosted the meeting. Ms. Yang Xilin, Chief Financial Markets Officer of PSBC, Mr. Dai Deyi, Deputy General Manager of SHCH, attended the meeting.


The meeting focused on improving the quality and efficiency of financial services for the real economy and implementing the five major articles of finance”. The two sides further discussed deepening cooperation in CCP and CSD services, as well as fostering financial professionals.


Both sides agreed to focus on accelerating the construction of a financial powerhouse during the 15th Five-Year Plan period, comprehensively deepen and broaden cooperation in CCP services across bonds, IRS, FX derivatives and other products, actively explore potentials in financial bond issuance, the Yulan issuance model, Free Trade Zone Offshore Bonds, as well as central clearing of commodities and CDS products. Both sides will also jointly advance risk management services such as BUMP (the Bilateral Uncleared Margin Platform), bond valuation, and indices to better support the development of Shanghai as an international financial center, and promote RMB internationalization and the high-quality development of financial markets.
